Dear friends of Côte d’Ivoire, at the end of this year 2015, it is with infinite gratitude and pride that I address to you. Our country has just reconnect with what who made ​​his reputation in Africa and the world. I mean its political stability, the climate of peace that it offers to our citizens and finally to the prosperity of our economy.Indeed, 2015 was another year of strong economic growth for Côte d’Ivoire, which has allowed us to increase people’s incomes. The year 2015 will also remain a pivotal year, which has seen our country to organize in peace and serenity, a presidential election in which all observers agree that it was exemplary, credible and transparent. On this occasion you have expressed freely and clearly on my record and my vision for Côte d’Ivoire, giving me a second term. You have shown the world, your deep commitment to democracy and peace. I am very proud of each and every one of you. We also demonstrated that the gathering of the children of President Felix Houphouet-Boigny, united within RHDP, is a guarantee of stability for our dear Ivory Coast. I therefore like to pay special tribute to my senior, President Aimé Henri Konan Bédié, for his confidence, his support and advice. I would like to once again express to all our compatriots my gratitude for the trust you m ‘ have renewed. In my capacity as president of all Ivorians, I am aware of the huge responsibility that comes the confidence you have shown me. I will therefore spare no effort to live up to your expectations. My dear compatriots, The year 2016 is in the best auspices, given the many gains that we have accumulated over the last four years. Thanks to the efforts of each and every one of you, Côte d’Ivoire has recovered dignity at all levels. Our institutions are functioning normally. Our economy is more dynamic. Our infrastructure is restored. Our economic and social reforms benefiting every day to a number . increasingly high Ivorians poverty is in decline. The Ivory Coast is affirmed every day as a great nation and that, thanks to the talent of each and the work of all: men, women, young , farmers, civil servants, businessmen, forces of defense and security, etc. Yes! The Ivory Coast has become a regional economic power as a regional diplomatic power, an African sports power with, among others, the Africa Cup of Nations, a global agricultural power. First, social cohesion and reconciliation without which all our efforts will be in vain. Reconciliation is a question of will and heart. It is also a battle of every moment. We have to win together. For Personally, I am committed personally in favor of national reconciliation, and I can assure you that this reconciliation is indeed running. According to my commitments, I undertook various consultations in recent weeks with our Kings and Traditional Chiefs Our guides and Religious members CONARIV to gather their opinions and proposals on our process of national reconciliation. One concern that was raised during these consultations the slowness of justice. I therefore welcome the recent court decisions that allowed the provisional release of many detainees, for offenses committed during the post-election crisis and during the breach attempts against the security of the State. Furthermore, I have decided, in accordance with Article 49 of the Constitution, to use my right to “grace” by conducting full and partial rebates sentences. This decision will allow thousands of detainees to immediately regain freedom, and others to have their sentences reduced. This is a total of 3,100 people. I invite all citizens to seize this new opportunity, to a gathering of the nation and the peace which remains our most valuable asset.As for is the compensation of victims, I gave instructions to the consolidated list of victims of the crises in Côte d’Ivoire is finalized by the end of the first quarter 2016 by CONARIV. Payments for repairs, which have already started with the National Programme for Social Cohesion (NSCP), should therefore intensify with additional amounts budgeted for 2016.Another point raised during the consultations on the issue of rural land . So I decided to submit to the April session of Parliament, adjustments to the rural land law. The objective is to simplify administrative procedures, reduce costs and speed up the issuance of land certificates. This will include the creation of an autonomous body with the necessary means, and having the responsibility, liaison with the prefectural administration, all procedures and steps that lead to the issuance of land certificates. Dear brothers and sisters, safety is for us a challenge that we must meet. Therefore, we will complete the restructuring of our Army and strengthen the capacity of the gendarmerie and the police. In this context, the government has adopted a draft law on military programming and a draft law on programming internal security forces. The objective of these laws is to better ensure the defense of the Nation and to better meet the security needs of our people, rationalizing all resources allocated to national security. I would like to take this opportunity to acknowledge and thank all the corps of the army, gendarmerie and police for their work in 2015, notably in the context of the fight against terrorism. I ask them to redouble their efforts and vigilance so that our citizens continue to live in peace and safely during the year 2016 which opens to us. My dear compatriots As I stated many times, the establishment of strong and credible institutions seems to me essential. As such, 2016 will be an important year for strengthening our institutions and for the consolidation of our democratic progress. Our country must adopt a new Constitution that draws the lessons of our history, while taking account of our vision for our country. The opinion of the people will be solicited, through a referendum, to root out of our present Constitution the confligènes items. This reform will also aim to adjust our Constitution to the evolution of our society and to ensure greater consistency across institutions. In addition to the referendum on the New Constitution, we expect a further consultation in 2016. You will be asked to renew the current mandate of our National Assembly, which expires in 2016. You will be asked for the next parliamentary elections before the end of this year. My dear compatriotsThe year 2016 will also be the year for accelerating the transformation of our economy. Despite a slowdown in all major economies of the world and Africa, I am pleased to see that our country continues to record good economic performance.We have to move to another step to create more wealth, generating more opportunities and more jobs for our youth. With the diversification of our economy, we are now one of the countries with the fastest economic growth in Africa and the world, with a growth rate of about 9% per year over the past four years. Successive increases in the prices of our products, during my first term, helped to ensure a fairer remuneration for their work. We have reached the guaranteed price record of 1,000 FCFA per kilogram of cocoa during this campaign and the prices never equaled 500 CFA francs per kilogram of cashew nuts! We will continue to coach the producers through the Coffee-Cocoa and Cashew Cotton tips to improve yields of their farms and increase their income further. A Like these sectors, we will undertake during this year 2016, reforms in the sector rubber and oil palm, to ensure better returns to producers. I want to thank again our peasant parents for their contribution to the growth of our economy. However, we must encourage the transformation of our agricultural products and boost industrial production, to better integrate our youth in the world of employment. We started with cocoa and cashew. We also asked the retail sector to include local food products in their distribution chain, ensuring the supervision of farmers to improve product quality . We will devote particular attention to the emergence of new growth sectors such as renewable energy, Information and Communication Technologies, where the genius of our youth is always expressed with more relevance. Dear compatriots, I am aware that your needs are still important. It is our responsibility to do more in order to continue to improve your life. We will continue to offer infrastructure and quality health services accessible to all. I invite all the medical body to redouble its efforts in 2016 to ensure a better management of patients by bringing more attention to them. The fight against Ebola disease has been successful. The results obtained in the fight against HIV AIDS show that our fight against the spread of this disease bearing fruit. In the field of education-training, we have already passed the Compulsory School for children 6-16 years. Beyond infrastructure, the construction of schools and universities, our goal is to improve the quality of our educational system, to allow our young people to have the skills to better integrate market work. In the 2016 budget, we have substantially increased the financial efforts in favor of education. My dear compatriots, we will intensify our supply program for drinking water in all the capitals of Department and electrification localities with more than 500 inhabitants before 2017. The same is true for housing. Our ambition is to enable every Ivorian to own her house. Job creation and your integration into the world of work will be at the heart of government action throughout my second term. My dear compatriots, we will continue to strengthen the role and place of women in our society. In During recent years, we have put in place mechanisms that promote women’s activities. The results are very encouraging and we will continue our actions. We know that the rights granted to women by our texts, will really benefit them if we put in place a strategy that can increase their financial independence. I should like to to honor the work of the First Lady and the entire team FAFCI which must continue to support initiatives in favor of women and gender policy. My dear compatriots, As you know, Ivory Coast is our one priority. But this should not divert us from our responsibilities in the subregion. The West Africa, which has experienced the ups and downs for years, gradually revives remarkably stable. I look forward to good elections in the sister countries, Togo, Nigeria, Guinea and Burkina in 2015, and tomorrow, I hope, in other countries in the subregion. With all these countries, we have a common destiny that nothing can question it. No discord will thwart the will of our people and their leaders to move forward together. On the continent and around the world, Côte d’Ivoire was present at all major events, like recently at the Conference on Climate Change in Paris (the COP21). It will always be present and ready every time it will be to promote peace, cooperation and sustainable development. My dear compatriots, The year 2016 and the coming years will be those of the emergence of our country.They will also experience great advances policies and I can assure you that nothing will slow our momentum. They will undoubtedly years of peace, work and happiness. I strongly believe in our ability to Côte d’Ivoire , an emerging country by 2020.
